    Penegakan hukum tindak pidana Narkotika yang melibatkan sindikat peredaran gelap Narkotika yang memiliki struktur dan jaringan yang tertutup sehingga menyulitkan aparat penegak hukum dalam pemberantasannya. Untuk menembus ke dalam jaringan sindikat Narkotika dengan diperlukan peran dari pelaku yang secara langsung terlibat dalam sindikat tersebut untuk memberikan keterangan dalam rangka mengungkap pelaku lain dengan peran yang lebih besar, sehingga terhadap pelaku yang telah bersedia bekerjasama tersebut perlu diberikan perlindungan hukum. Tujuan penelitian ini adalah untuk menganalisis dan menemukan konsep perlidungan hukum terhadap saksi pelaku yang bekerjasama dalam sistem peradilan pidana di Indonesia. Metode penelitian yang digunakan adalah penelitian hukum normatif dengan menggunakan data sekunder yang diperoleh melalui studi kepustakaan, kemudian dianalisis secara yuridis-kualitatif dan dituangkan dalam bentuk deskriptif analitis. Hasil penelitian menunjukkan bahwa perlindungan hukum terhadap saksi pelaku yang bekerjasama dalam mengungkap tindak pidana saat ini belum memadai, dimana perlindungan yang diberikan hanya terbatas pada perlindungan dari laporan balik pelaku yang diungkapnya dan bukan perlindungan hukum berupa peniadaan penuntutan atas tindak pidana yang dilakukannya. Perlindungan hukum saksi pelaku yang bekerjasama pada masa mendatang perlu adanya perluasan ruang lingkup saksi pelaku yang bekerjasama dengan penegak hukum tidak hanya pada kasus yang sama, perluasan perlindungan hukum berupa peniadaan penuntutan atas tindak pidana yang dilakukannya, dan perluasan bentuk perlindungan lainnya selama menjalani proses peradila

    Retrieval Of Environmental Parameters Over Water Areas Using MODIS Data

    In this study, new and simple algorithms to retrieve cirrus cloud, sediment and aerosol optical depth (AOD) from Moderate Resolution Radiospectrometer (MODIS) imagery is suggested and demonstrated. Techniques used in this thesis are totally new and never been used before by others researchers. The presences of cirrus cloud have been detected utilizing gradient technique algorithm. The algorithm is based on the gradient connecting the 1.38 and 1.24 μm lines of the log– log graph of apparent reflectance against the MODIS wavelength. This algorithm has been tested over the Yellow Sea, Gulf of Martaban, Mediterranean Sea and Atlantic Ocean. The result of this algorithm is then compared with the band ratio technique and the accuracy was determined with percentage difference below 10%. The presence of sediment reflectance in the MODIS imagery not only saturate the ocean color channels, but also enhance the reflectance of near infrared channels used in the atmospheric correction algorithm. This leads to the overestimation of the aerosol contributions and underestimation of the derived water-leaving reflectance in the visible channels. In this study, a new and simple method to detect and mask the presence of sediment reflectance in the MODIS imagery is proposed. The algorithm is based on the difference of the gradient of the line connecting the 0.47 and 2.13 μm channels and 0.47 and 0.66 μm channels of a log–log graph of the apparent reflectance values against their MODIS wavelengths. Namun dalam kenyataannya, dewasa ini banyak generasi muda dalam hal ini remaja yang terlibat dalam berbagai kasus pelanggaran hukum khususnya penyalahgunaan narkotika yang dapat berdampak negatif bagi perkembangannya. Atas hal tersebut, Dosen Fakultas Hukum Universitas Bhayangkara Jakarta Raya melaksanakan kegiatan pengabdian masyarakat dalam bentuk penyuluhan hukum tentang upaya penanggulangan tindak pidana narkotika di kalangan remaja Karang Taruna RW 6 Kelurahan Sekeloa, Kecamatan Coblong, Kota Bandung. Hasil kegiatan menunjukkan bahwa sebelum mengikuti penyuluhan hukum, pengetahuan dan pemahaman remaja tentang tindak pidana Narkotika masih minim, dan setelah pelaksanaan penyuluhan hukum, pengetahuan dan pemahaman remaja tentang tindak pidana Narkotika semakin meningkat. Luaran kegiatan ini dituangkan dalalm laporan pelaksanaan kegiatan dan dimuat dalam jurnal ilmiah sehingga dapat memberikan manfaat bagi kalangan akademisi dan masyarakat luas

    Board Characteristics and Capital Structure in Malaysian Market

    Using fifty nine construction companies listed in Bursa Malaysia in 2010, this study investigates the impact of selected board of directors' characteristics on the level of leverage in a firm. Debt to equity is used as a measure of leverage. The characteristics on the board of directors that we examine are board size, CEO duality, directors' ownership, and ethnicity of directors. We employ two variables (profitability, and firm size) to control the relationships: Findings show a significant interpretation of capital structure decision by these factors as a whole. Specifically, the outputs of the regression that we run show negative and significant relationships between director ownership, ethnicity of directors, and profitability of firm, and size of firm. While we find that duality role of the CEO as a chairman has a negative but insignificant relationship with leverage, our sample shows that the companies which had CEO duality are few compared to those which had separated roles between a CEO and a chairman.     Semiconductors are the key materials in many of our modern day devices, such as sensors, integrated circuits, energy harvesting devices, optoelectronics and so on. However, apart from two known elemental semiconductors that are silicon and germanium, we have been using many of the synthesized ones since the microelectronic revolution known as invention of transistor. Numerous compound semiconductors since then have been synthesized, grown, deposited or simply fabricated by numerous processes in the scientific community. To avoid associated chemical disposals or keep safe from toxic or combustible gas usages in any semiconductor fabrication facilities, many researchers choose physical vapor deposition as the simplest method. One of such processes is called Close-Spaced Sublimation (CSS), which is a kind of thermal evaporation by nature. This chapter would give a comprehensive outline on CSS as one of the most advantageous semiconductor deposition processes for many compound semiconductors having relatively low evaporation temperature. Cadmium telluride (CdTe) is one of the examples utilized for solar cell absorber materials since the early 1980s using CSS technique. Therefore, growth of CdTe thin films by CSS and its utilization in thin film solar cells will be discussed to comprehend the ultimate benefits of the close-spaced sublimation (CSS) process

    Evaluation of growth and production of the threatened giant river catfish, Sperata seenghala (Sykes) in polyculture with indigenous major carps

    The giant river catfish locally named guizza, Sperata seenghala has significant cultural and economic importance but the fish is now considered as critically endangered due to environmental and manmade interventions in aquatic ecosystem. In order to conserve and rehabilitate this species, an experiment on polyculture of guizza with indigenous major carps was conducted in earthen ponds. Three treatments differing in species ratios and combinations of fish were employed with two replicates each. Treatment-1 (T1) was stocked with catla (Catla catla), rohu (Labeo rohita) and mrigal (Cirrhinus mrigala), treatment-2 (T2) with catla, rohu and guizza (S. seenghala), while treatment-3 (T3) with catla, rohu, mrigal and guizza. Guizza of T2 was introduced instead of mrigal in T1 and 50% of mrigal was replaced with guizza in T3. The stocking density of fish fingerlings in all the treatments was 7500 individual/ha. Fishes in the experimental ponds were fed with supplementary diet comprising of rice bran (50%), mustard oil cake (30%), fish meal (19%) and vitamin-mineral premix (1%). Physicochemical parameters and plankton populations were within the appropriate levels for aquaculture. Mean growth and survival of catla and rohu were significantly higher in T2 than in T3 and T1. Guizza in T2 showed higher performances than in T3, while those for mrigal were higher in T3 than T1 (p < 0.05). The total gross and net productions of fishes were higher in T3 than in T2 and T1 (p < 0.05). This trial is a successful attempt to culture the threatened guizza with major carps in earthen ponds, the findings of which would immensely be helpful towards the development of aquaculture and conservation of this important fish in captive condition.Key words: Riverine catfish, Sperata seenghala, polyculture, earthen ponds

    Electric-Gas Infrastructure Planning for Deep Decarbonization of Energy Systems

    The transition to a deeply decarbonized energy system requires coordinated planning of infrastructure investments and operations serving multiple end-uses while considering technology and policy-enabled interactions across sectors. Electricity and natural gas (NG), which are vital vectors of today's energy system, are likely to be coupled in different ways in the future, resulting from increasing electrification, adoption of variable renewable energy (VRE) generation in the power sector and policy factors such as cross-sectoral emissions trading. This paper develops a least-cost investment and operations model for joint planning of electricity and NG infrastructures that considers a wide range of available and emerging technology options across the two vectors, including carbon capture and storage (CCS) equipped power generation, low-carbon drop-in fuels (LCDF) as well as long-duration energy storage (LDES). The model incorporates the main operational constraints of both systems and allows each system to operate under different temporal resolutions consistent with their typical scheduling timescales. We apply the modeling framework to evaluate power-NG system outcomes for the U.S. New England region under different technology, decarbonization goals, and demand scenarios. Under a global emissions constraint, ranging between 80-95\% emissions reduction compared to 1990 levels, the least-cost solution disproportionately relies on using the available emissions budget to serve non-power NG demand and results in the power sector using only 15-43\% of the emissions budget
